Bill Eveloff, President
Bill Eveloff is a licensed Architect and President of Petra. Petra provides capital planning and strategic planning services as well as owner’s representative and project management services. As President, Bill’s objective is to lead his team to help provide cost-effectively create healthy, future-focused environments that positions clients for long term sustainability and growth.
Bill was drawn to the complex healthcare industry in part through his passion to achieve alignment amongst clients and their diverse teams towards a united vision, and then helping to translate that vision define and deliver tangible solutions that meet their goals.
Bill has over 20 years of experience in the architectural planning and design industry. Prior to joining St. Joseph Health System in 2004 and then Petra in 2012, Bill managed complex projects for nationally recognized design firms specialized in healthcare design. Bill’s educational background includes an MBA from University of California—Irvine, a Masters of Architecture from Southern California Institute of Architecture, and a Bachelor of Arts from University of Colorado—Boulder.
Originally from the Midwest, Bill and his wife, Soranee, enjoy spending time outdoors in warmer Southern California weather, and then relax in the evenings watching Korean Drama. They also love exploring new places and immersing themselves with different cultures and communities, and regularly travel internationally.

Jerry McPhail, Chief Operating Officer
Jerry McPhail is the Chief Operating Officer for Petra. He brings 15 years of experience in healthcare design and construction management including ground up construction, complex expansion and renovation projects, and large-scale capital improvement and master plan programs. This experience has resulted in a diverse portfolio of projects ranging in size from $300,000 to $450 million.
Prior to joining Petra in 2013, Jerry held various positions in the Construction Industry, including field supervision, safety, and project management.
When Jerry is not working, he spends his time traveling and enjoying the outdoors with his wife and three dogs.

Chris Hickman, Assistant Vice President, Planning & Design

Chris Hickman, AVP of Planning & Design for Petra, is a seasoned professional with extensive experience in leading and managing change in Healthcare facilities. He has a deep understanding of buildings, their role in healthcare delivery and the financial opportunities embedded in facility portfolio strategy. Chris has a broad range of experience in planning, design and construction of healthcare infrastructure, and is recognized for his ability to assist healthcare organizations adapt to new market dynamics outside the inpatient environment, while simultaneously optimizing hospital facility operations.

Chris lives in Culver City on the West side of Los Angeles with his wife and son. While not hanging out with his family, Chris enjoys reading, playing his guitar and considering his next house building project. Dawn Fredrick-Seibert, Director, Interior Design & Space Planning

Dawn Fredrick-Seibert is an Interior Designer & Space Planning Director with Petra. She brings over 35 years of experience in the healthcare design and construction industries. Dawn has been responsible for the direct management of the interior design, space planning, and furniture specification and procurement on dozens of projects for multiple health care systems. Projects ranged from $50K to $400 million in size, including outpatient care centers, hospital remodels and renovations, cancer centers, surgery centers, medical office buildings, physician suites and major acute care medical towers.
As Director of Interior Design & Space Planning, Dawn has provided oversight, leadership and management of design teams on some of the largest, most complex projects in California healthcare in the past decade. Despite her broad experience with every type of project, she maintains a deep passion for the details of each space she works in. This passion is rooted in her focus on the dignity of the patients and care for all the future space occupants. Her attention to the factors that make sustainable environments conducive to wellness and healing have created proven results, places that respect the body, mind and spirit of both occupants and visitors.
Dawn is a graduate of Colorado State University with a Bachelor of Fine Arts and a Teaching Certification.
One thing that clients and colleagues may not know about Dawn is that she grew up overseas in Pakistan and came to the United States when she was sixteen.

Craig Beam, Senior Advisor
With over 30 years of experience practicing nationally and internationally, Craig Beam is the former President and is now a Senior Advisor of Petra. Craig has overseen the development and management of a broad range of real estate with a focus on healthcare and institutional projects. His involvement in healthcare development includes the planning and development of hospital, medical office and ambulatory facilities and he is nationally recognized for his ability to lead assignments that are complex in program, finance and construction.
In 1977, Craig started his career as Chief Financial Officer of Concordia Development, a real estate development company based in Southern California. He then founded his own firm, Beam & Associates starting in 1983. At Beam he had overall responsibility for the consulting, development, leasing and brokerage divisions of the firm. He merged this firm with Hammes Company in 1998 which created the largest healthcare project and program management firm in the United States. Craig has worked for major systems including Saint Joseph Health System of Orange, Ascension Health, MedStar and New York Presbyterian as well as academic centers such as Stanford, UCSF and Northwestern.
In addition to his real estate activities he has served on numerous boards including the advisory board to the Director of the National Institutes of Health, UniHealth, Pacificare and Martin Luther Hospital. Craig is past Chairman of the Board of the American Heart Association and is past Treasurer of the World Heart Federation. He is currently a non-physician member of the American Board of Internal Medicine and is a Board Member of AllHealth. In addition, Craig is a frequent speaker on healthcare trends both nationally and internationally and has been recognized for his contributions to the industry being named Trustee of the Year by the California Hospital Association, the Gold Heart Award, the Haddock International Health Impact Award and is an Endowed Fellow of the National Health Foundation.
Craig lives in Orange County with his wife of 33-years. He has two grown children and is expecting a first grandchild (a baby boy!) in June. Craig grew up on a citrus and avocado ranch and continues to grow specialty avocados to this day. These are avocados that you can’t find in stores anymore and they are very popular with friends and family.
